Captain Michael Lachowicz

Captain Lachowicz is the Chief, Office of Program Analysis and Evaluation at Coast Guard Headquarters. He is designated as the Coast Guard’s Chief Risk Officer, Performance Improvement Officer, and Statistical Officer. Through these roles he leads the Coast Guard’s Enterprise Risk Management program, Performance Management efforts, and program evaluation functions to integrate strategic planning and evaluation efforts beyond the near-term budget process. Captain Lachowicz commenced his career as the Operations Officer of USCGC SWEETGUM, providing multi-mission cutter operations across the Atlantic Area AOR, earning his “wings of gold” in February 2003. He commenced his aviation career flying HU-25 Falcons and serving as the Assistant Aeronautical Engineer. At HQ, he reported to the Office of Budget and Programs. In this position, he provided analyses and recommendations for policy, resource, legislative change proposals, and served as the FY2014 Budget Coordinator, supporting $10B+ budget submission. He reported to the White House to serve in the National Security Division at the Office of Management and Budget where he provided comprehensive review and oversight for Veteran Affairs’ $15B. He then served as the Resource Management Chief at CG Atlantic Area, where he was responsible for the planning and execution of the budget for Coast Guard operations and units.
