Patricia Kalla

Patricia KallaPatricia (Patty) Kalla serves as the Chief of Staff and Director, Integration Office, Federal Insurance and Mitigation Administration (FIMA), Federal Emergency Management Agency (FEMA).

Ms. Kalla is responsible for supporting the FIMA leadership team by providing an enterprise view that ensures FIMA is unified and recognized as a world class organization. In her role, Patty serves as the catalyst for the integration of FIMA’s programs both internally and with the larger FEMA community. She provides FIMA-wide leadership on strategic planning and implementation, enterprise risk management, organizational health, communications, and engaging with the FEMA Regional Offices.

Prior to her position at FIMA, Ms. Kalla served as the Senior Policy Advisor in FEMA, Region IX (Oakland, CA). As the principal advisor in the Office of the Regional Administrator, FEMA Region IX, Ms. Kalla was responsible for strategic planning, the oversight and analysis of program guidance, policies, and doctrine to ensure effective operations within Region IX.

Before joining Region IX, Ms. Kalla served as a Senior Advisor in the Office of the Administrator at FEMA HQ. She oversaw all activities of the National Advisory Council and provided expert direction, policy, program and operational support to the Agency and FEMA’s National Advisory Council.

From 2008-2011, Ms. Kalla served as the Director of FEMA’s Office of Regional Operations. She provided leadership to ensure that all policy, managerial, resource and administrative actions that impacted FEMA Regional Offices were effectively coordinated between FEMA Headquarters and the FEMA Regional Offices.

Ms. Kalla has more than 25 years of federal service, with several federal agencies, which spans the areas of medical technology, federal acquisition, program management and emergency management. Her experience also includes 10 years in the private sector.

Ms.  Kalla holds a Bachelor of Science degree in Biology from St. Mary’s College of MD and an MBA from University of Hartford. She is also a board-certified Medical Technologist.
