Malena Brookshire, MPA, CGFM, PMP

Malena Brookshire has built a strong reputation for providing leadership, building out successful programs, and implementing effective strategies solutions for strategic planning and budgeting, performance measurement, and data analytics. Her professional career reflects over 12 years of leading the development of strategic plans that effectively communicate organization-wide priorities; employing advanced tools and complex data analysis to assess and evaluate operational soundness; and communicating executive-level information to inform resource decision making. She widely regarded as an expert on building cross-functional teams and managing people creatively and effectively to stretch their potential.

Malena now serves as a Deputy Director in the Office of the Chief Financial Officer at the U.S. Environmental Protection Agency, providing direction in all phases of developing agency-wide strategies that inform decision making and advance long-term environmental and human health goals. Prior to this, she served as the U.S. Securities and Exchange Commission’s (SEC) first appointed Deputy Performance Improvement Officer, managing the agency’s Planning, Performance, and Budget Formulation efforts.

Malena also worked at the Office of Management and Budget, providing strategic and technical support to OMB Budget Review Division, and she served as a contributing member of the FASAB Financial Reports Model Task Force charged with better aligning federal performance and financial data to increase transparency and accountability of government operations. Additionally, Malena has served on the Arlington County (VA) Fiscal Affairs Commission to provide advice to the elected County Board, and as the Strategic Director for the Association of Government Accountants, DC Chapter.

Malena was awarded the 2017 Emerging Leader Award by the AGA DC Chapter and is featured on the U.S. Office of Executive Councils Career Close-up website, discussing the impact of effective program performance management in the federal government. Malena is a frequent public speaker; her most recent notable engagements include the Excellence in Government Conference, the Open Government Innovations Conference, the Performance Institute’s Insights and Ideas to Transform the Federal Workforce, the Virginia Society of Public Accountants Federal Conference, and the George Washington University School of Business, the Partnership for Public Service, and Federal News Radio. Malena earned her Master of Public Administration from The George Washington University Trachtenberg School of Public Administration and Public Policy, and a B.S. in Economics and Mathematics from the University of Wisconsin.
