Amy Culbertson

Amy’s entire federal career has been focused on enhancing organizational systems and the people who work in them. Prior to DHS, Amy led a multi-year initiative at the National Institutes of Health to implement the Balanced Scorecard approach to strategic planning and performance measurement. In this role she collaborated with 20 senior leaders and 40 service provider teams within the Office of Research Services to develop strategies, measures, and customer data collection systems as a means to improve performance. She developed and delivered guidance, training, tools, and processes for the BCS implementation. She also provided expertise to program offices regarding the implementation of performance based contracts, and was awarded a $1M research grant to study the implementation of the new organizational-wide performance management system.

Amy worked for fifteen years as a Personnel Research Psychologist and Statistician at Department of Defense research and development centers. In this role she led over fifteen applied research and organizational assessment/change projects for the Navy, Marine Corps, and Army. Her work was sponsored by Headquarters offices and she regularly briefed senior military and civilian leaders on study findings. In these positions role she demonstrated her expertise in the areas of applied research design, data collection methodologies, statistical analysis, information system design and implementation, project management, and organizational change management. She has made numerous presentations at professional conferences and in other federal venues, authored publications and numerous technical and management reports. Amy received her Bachelor of Science degree from the University of Washington and her Master of Science degree from the University of Wisconsin, with the emphasis of her studies on research design, organizational change, measurement, and statistical analysis.
