Todd GramsW. Todd Grams joined the Deloitte Federal Government Services practice as a Director in April 2014 after 34 years of service in the Federal Government. Todd served in the Senior Executive Service for over 20 years.

As an SES he held a broad range of executive positions including Chief Financial Officer (CFO), Chief Information Officer (CIO), Performance Improvement Officer (PIO), Chief of Staff, and Executive-in-Charge of Management.  Todd worked at a variety of agencies including the Office of Management and Budget, the Department of Veterans Affairs (VA), the Veterans Health Administration (VHA), the Internal Revenue Service (IRS), the National Institute of Standards and Technology (NIST) and the Bureau of the Census.

He served twice at the VA.  First, he served six years as the CFO of VHA.  Later he held executive positions at the Department level as the Executive in Charge of Management, PIO, and CFO where he established the VA’s first-ever Enterprise Risk Management Program.

Todd also served twice at the IRS.  Earlier in his career he served as the IRS CFO and then CIO. In June 2013 he was asked to return to the IRS to serve as the Chief of Staff. In that role he had oversight of the Commissioner’s major initiatives, including establishment of an Enterprise Risk Management Program.

At NIST Todd was responsible for all the operations support functions including: information technology, human resources, contracting, grants, finance, budget, safety, security, and facilities.

He served on the Federal CFO Council, co-chaired the CFO Council Human Capital Subcommittee and was one of only three CFOs who served on OMB’s Financial Systems Advisory Board.  He has also been active in various professional organizations including the Association of Government Accountants (AGA) and the Association of Federal Enterprise Risk Management (AFERM).

In 2014, the Partnership for Public Service named Todd a Strategic Advisor to Government Executives (SAGE).  He was inducted as a fellow in the National Academy of Public Administration in 2012.  Todd was the first-ever recipient of the Partnership for Public Service’s Service to America Medal for Management Excellence in 2011. He was honored three times with Presidential Rank Awards – two for Distinguished Service in 2006 and 2000, and for Meritorious Service in 1998.
