The Coast Guard has matured our ERM and budgeting processes to ensure risk data is integrated into the budget process. By integrating risk performance and strategy data in a single platform, resource managers at all levels of the organization can assess, analyze, and prioritize the organization's resources to target its greatest risks to strategic priorities. The Coast Guard's process provides a framework for how other agencies can integrate their ERM programs into the resource allocation process. Moderated by Jake Lee, AFERM Board Member Meet the Speakers: 
CAPT Emily Reuter is a Captain in the U.S. Coast Guard and currently assigned as Chief, Office of Program Analysis and Evaluation and Chief Risk Officer at Coast Guard Headquarters, Washington, DC. A judge advocate specializing in operational law and military justice, CAPT Reuter also previously served as a budget coordinator in the Office of Budget and Programs. CAPT Reuter holds a J.D. from the College of William and Mary School of Law. LCDR Jane Collins is a Lieutenant Commander in the U.S. Coast Guard, currently assigned as a Program Analyst in the Office of Program Analysis and Evaluation at Coast Guard Headquarters, Washington DC. In this role, she leads the Coast Guard’s Enterprise Risk Management program. She has previously served on ships at sea and as a Congressional fellow in the U.S. Senate. She holds an MPA from The George Washington University.
