President's Memo February 2026

Dear AFERM Members, and ERM Community:

It is both an honor and a responsibility to write to you for the first time as President of the Association for Federal Enterprise Risk Management (AFERM). I am grateful for your trust, your engagement, and your continued commitment to advancing Enterprise Risk Management across government. At a time of rapid change and persistent uncertainty, one message is clear: risk management is important—and it has never been more important than it is today.

Gratitude for Our Leadership and Legacy

First and foremost, I want to express my sincere thanks to our immediate Past President and the former members of the Board of Directors. Their leadership, dedication, and service have sustained AFERM through an especially challenging period. They have given their time, expertise, and energy to this organization despite significant headwinds. We build on a strong foundation because of their efforts, and I am deeply appreciative of the path they have laid for us.

A Changing Environment for Risk Professionals

The past year has brought significant uncertainty across government and the broader risk management community. Organizational restructuring, evolving threats, fiscal pressures, and competing priorities have tested institutions and individuals alike. For risk management professionals within the federal community, these changes have not been abstract—they have been personal, professional, and often disruptive.

Yet as ERM professionals, we know that uncertainty does not diminish the value of our work—it reinforces it. ERM exists precisely because the environment is complex, dynamic, and unpredictable. Our role is to help leaders make better decisions, allocate resources wisely, and navigate uncertainty with discipline and foresight. As big changes continue to unfold across government, the need for strong, credible, and well-integrated risk management has never been clearer.

Looking Ahead: AFERM’s 2026 Vision

As we look to the future, my focus as President is to bring AFERM back to its roots while positioning the organization for its next chapter of growth and impact.

Our 2026 vision is clear:

To provide the leading public-sector forum for Enterprise Risk Management professionals across federal, state, and local government—fostering collaboration, advancing the profession, and strengthening risk-informed decision-making.

This vision reflects both continuity and evolution. While our federal foundation remains strong and essential, the challenges we face—and the solutions we develop—are increasingly shared across all levels of government. AFERM is uniquely positioned to serve as a bridge across the public sector, bringing practitioners together to learn from one another and elevate ERM as a strategic discipline.

Strategic Priorities for the Year Ahead

To achieve this vision, we will focus on six strategic priorities:

Expanding the Mission
We will maintain a strong federal core while intentionally expanding engagement with state and local governments. Our goal is to create a unified ERM community that shares challenges, solutions, and best practices across the public sector.
Strengthening the ERM Community
AFERM will support professionals at all stages of ERM maturity. We will continue to promote ERM as a strategic leadership function—not merely a compliance activity—while encouraging mentorship, peer learning, and professional growth.
Increasing Advocacy
We will elevate awareness of ERM’s value to senior leaders and key stakeholders by sharing success stories that demonstrate how effective risk management improves mission outcomes, resilience, and performance.
Enhancing Content and Engagement
Members can expect more frequent, relevant, and actionable content, along with increased opportunities for interactive, practitioner-driven engagement.
Improving Communication
Clear, consistent communication is essential. We will strengthen both internal and external communication to ensure transparency, alignment, and trust across leadership, committees, and membership.
Building Meaningful Partnerships
We will engage sponsors and industry experts in ways that are educational, mission-aligned, and member-focused—bringing forward innovation and emerging practices that benefit the ERM community.

Important Organizational Changes Ahead

As part of this evolution, I want to acknowledge that big changes are coming. Effective April 1, 2026, AFERM will no longer be using our administrative management firm, MHQ. This decision was made thoughtfully and deliberately, with the long-term health of the organization and the needs of our members at the forefront.

We are taking this step to re-energize our membership base, improve service delivery, and provide higher-quality content and engagement. To support this transition, we have identified a partner association that will help AFERM realign with its mission and deliver more robust resources, improved operations, and enhanced value to each of you. We will share additional details as this transition progresses and remain committed to transparency throughout the process.

Moving Forward—Together

AFERM’s strength has always been its people: dedicated professionals who believe that better risk management leads to better outcomes for the public we serve. As we navigate change together, I ask for your engagement, your ideas, and your partnership. This is a moment to reaffirm who we are, why we exist, and the critical role ERM plays across government.

Thank you for your continued commitment to AFERM and to the profession. I look forward to working alongside you in the year ahead as we bring risk management back to the forefront—where it belongs.

	Latest ERM News


	The Need for Young Talent in Risk Management University of Connecticut’s School of Business recently hosted a two-day event to encourage students to consider careers in risk management. The event included panel discussions, classroom visits, and an opportunity for students to network with some top leadership in the field. Many of the speakers highlighted the risk industry’s need for young talent. Speakers told undergraduate and graduate students they have a tremendous advantage entering the industry with formal training, versus a few years ago when industry experts had to learn on the job. With various emerging risks such as ransomware, data breaches, and organized crime, there is greater need for young talent to join the risk management profession. Certain sectors like healthcare, retail and financial services are more exposed to such risks than other industries. Read More Here.


	Integrating Cyber Risk into ERM Cyber risk is no longer a silo-ed IT issue, it’s a top priority for most organizations. With the advancement of digital transformation, cyber threats have become more pervasive and complex. As such, these risks have been deeply intertwined with enterprise value. Therefore, understanding and managing cyber risk is not limited to the CIO or CISO. It needs to include stakeholders from risk management, operations, compliance and third-party management to effectively leverage best practices. ERM and cyber risk management frameworks are naturally aligned. Since cyber risks are pervasive, an integrated approach to managing them, while considering other risks can help lessen the impact of adverse events. This article discusses how core cross-functional collaboration to understand and manage cyber risk, to enable strong risk culture and helps improve information sharing. Read More Here.


	Integrating Occupational Health and Safety with ERM This study aims to investigate the extent to which Occupational Health and Safety (OHS) risks can be incorporated into the broader framework of ERM. The study conducted a qualitative document analysis, examining current national legislation, international standards such as ISO 31000 (Risk Management) and ISO 45001 (Occupational Health and Safety), and selected academic studies. The evaluation focused on structural similarities, procedural intersections, and the functional roles of personnel involved in ERM, Internal Audit (IA), and OHS processes. The study concluded that for a more effective and holistic approach to enterprise-level risk governance, it is essential for organizations to include OHS risks within the ERM framework. Establishing closer relationships between OHS and internal audit systems would contribute to safer working environments and more strategic risk oversight. Read More Here.

Research shows that while majority of executive leaders see responsible AI as a top management priority, less than 25% organizations have the programs to fully address it. The governance requirements are not just an IT concern but has become a business imperative. By establishing AI governance at the enterprise level, organizations can balance innovation with control, effectively managing the risks while harnessing the transformative potential of generative AI. 	Purdue University restructures its Risk Management organization to strengthen risk and resilience capabilities: As part of ongoing efforts to strengthen Purdue's risk management and operational resilience capabilities, the university has undergone a reorganization to move its program and business continuity management initiative under the Internal Audit department and expand its scope across the university. The reorganization was discussed with the Audit Committee and the Board of Trustees, and is designed to enable increased synergies between internal audit, ERM and the operational resilience team. Our primary goal is to ensure that every participant has the opportunity to fully engage, exchange lessons, and benefit from this important industry event. We believe rescheduling to a time when our community can fully participate is the best way to deliver on that commitment and host the exceptional program you expect from AFERM. We understand this news may cause inconvenience, and we sincerely appreciate your understanding. We will announce the new dates very soon. 	How Agencies can keep Enterprise Risk Management strong amid cuts: Agencies preparing for fiscal year 2026 budget proposal are facing leaner appropriations and significant workforce reductions. However, risk doesn’t shrink just because dollars and headcount do. Cyber threats, regulatory demands and emerging challenges related to AI are accelerating even as many agencies are tightening belts. The question for leadership is, therefore, not if risk management must continue, it’s how to maintain and even strengthen enterprise risk management (ERM). ERM needs to evolve from a checklist-based approach to a discipline that supports mission continuity and having the ability to sustain progress with fewer resources. One of the most effective strategies for agencies to meet with this challenge is to centralize oversight of risk, compliance and governance. This article lays down the case for making ERM stronger within federal agencies despite budget cuts. Read more here.


	Everyone’s adopting AI, few are managing the risk: AI is spreading across enterprise risk functions, but confidence remains uneven. While implementation of AI and Machine Learning is increasing, few organizations are prepared with the governance requirements that come with new AI regulations. Recent data shows that despite increase in experimentation, acceptance rates have fallen and decision times on AI adoption has lengthened. Many organizations are caught in the ‘middle maturity trap’. Including risk management oversight for AI and having a shared performance goal makes AI activities consistent and forward-looking. This article explores some of the factors that are impeding the growth of AI within organizations and makes the case for strong governance and risk management as key for AI maturity. 	In 2013, Danny Werfel was tasked by the President and the Secretary of the Treasury with taking the helm of the IRS during a period of crisis. In a review of factors that had contributed to the crisis, one of the main findings was that the IRS Commissioner and other leaders across the organization had limited ability to identify and help manage organizational risks because information about such risks often wasn’t shared or raised until it was too late. To address this deficiency, the IRS embarked upon establishing an Enterprise Risk Management Program to provide a common framework for capturing, reporting, and addressing risk areas across IRS and, most importantly, to improve the timeliness by which such information was brought to the attention of IRS leaders. As AFERM considers what the future holds for ERM, former Commissioner Werfel and three IRS Chief Risk Officers will reflect on some key elements, including culture, collaboration, and communication, that are essential to building and operating an effective and value-added ERM program that can help support and enable mission delivery.

	Superagency in the workplace: Empowering people to unlock AI’s full potential: Nearly all organizations, irrespective of sector, have been investing in AI, but less than 1% of those organizational leaders believe that their solutions are at maturity. A research by the McKinsey group from earlier this year finds that long-term potential for AI is great, but the short-term returns are unclear. Less than 1% of the leaders believe that AI is fully integrated into the organization’s workflows and drive substantial business outcomes. The big question is therefore, how business leaders can deploy capital and steer their organizations closer to AI maturity. This report explores companies’ technology and business readiness for AI adoption and concludes that while employees are ready for AI, the biggest barrier to success is leadership. Read more here.


	Leading the Pack to Turn Risk into Strategic Advantage: This article summarizes the Fall 2024 ERM Roundtable Summit conducted by Poole College which focused on strategy and ERM. The Summit highlighted case studies in ERM where companies turned disparate risk management practices into cohesive enterprise risk management efforts to gain momentum and tackle crises such as the COVID pandemic head on. Developing risk partnership networks across the enterprise and connecting staff members responsible for day-to-day management of enterprise risk with leaders up the chain helped provide executive champions for all enterprise risks along with a functional risk partner. Also adopting a forward-looking approach to manage risks of tomorrow v. today helped companies create better contingency plans and implement better monitoring, measuring and reporting. 	COSO Withdraws Draft Corporate Governance Framework Amidst Shifting Regulatory Landscape: COSO has announced a withdrawal of its draft Corporate Governance Framework (CGF). The CGF draft had been withdrawn from public comment as COSO takes time to evaluate the extensive feedback as well as the shifting regulatory and economic landscape following the passage of the wide-ranging federal law that introduces significant changes to corporate reporting and planning requirements. 	The Case for Strengthening Risk Management in Government Institutions: The role of the public sector is central to national development. Government institutions deliver essential services, drive major infrastructure projects and oversee fiscal responsibilities. Despite this critical role, many government agencies, are continued to be plagued by long-standing issues related to procurement irregularities, underperformance, lapses in project delivery and financial leakages. At the heart of many issues is a governance gap. This article focuses on the gaps related to structured and proactive approach to risk management that remain underdeveloped in the government of Ghana. 	How C-Suite Leaders are mitigating current and emerging risks: In this interview we hear Dr. Mark Beasley a professor and director of the ERM initiative at Poole College of Management at North Carolina State University, and Matt Moore, a global leader of risk and compliance at Protiviti, discuss about the priorities for C-suite and board members in terms of mitigating current and emerging risks. The conversation draws directly from 2024 Executive Perspectives on Top Risks report, published by the NC State University. The top near-term risk identified was that of economic uncertainty, including inflation, interest rates, labor availability, and supply chain pressures. Artificial Intelligence (AI) was viewed as both an opportunity and a risk, while culture and communication were seen as strategic differentiators. Watch the interview.


	Integrating Enterprise Risk Management to address AI-related risks in healthcare: The incorporation of Artificial Intelligence (AI) in healthcare provides key benefits in terms of health diagnostics, clinical processes, and access to healthcare services. However, it also introduces new risks that pose challenges to current safety and ethical norms. Leveraging ERM to tackle these risks can help healthcare organizations provide a forward-looking strategy and risk response. This method includes steps to address core AI-related risks such as algorithmic bias, system failures and privacy risks. This article examines the growth of AI in the healthcare industry, and some of the opportunities that it offers such as real-time monitoring of vital signs with alert capabilities in case of changes, enabling more rapid interventions. It also discusses some of the challenges on the horizon from use of AI such as hallucination risk, and the increase in risk when AI systems communicate and work with other systems. It argues that ERM presents itself as a promising solution to tackle the multiple and heterogeneous risks associated with the use of intelligent systems in health care settings. Read more.

	Enhancing public sector ERM through interactive information processing: There is a potential serious shortcoming with government entity ERM programs focusing solely on the measurement and tracking of risks through only identifiable and measurable events, and performance of internal controls. Government agency ERMs often act as the society’s risk managers of the last resort. When extreme events happen, what are considered as private events quickly turn into public obligations, thereby underscoring the need for more proactive assessments of the evolving public risk landscape to discern unpredictable-even unknowable-developments. This article highlights how ERM within these government agencies can generate value from ERM by integrating with local responsive initiatives and central strategic risk analyses. 	The AGA/AFERM ERM Workshop has been rescheduled to now happen virtually in January 2026. The workshop provides participants with practical insight from Enterprise Risk Management (ERM) leaders. The workshop includes presentations as well as facilitated table discussions, where we move from academic discussions to "how-to" explanations and examples. The small, facilitated groups enhances opportunities for both hands-on work and Q&A.

	Federal Green Book Update: The U.S. Government Accountability Office (GAO) has updated its Standards for Internal Control within the Federal Government. Also known as the ‘Green Book’, the document sets the standards for effective internal controls for federal agencies. The 2025 Green Book focuses on strengthening internal controls and accountability within federal agencies and emphasizes addressing risks related to fraud, improper payments and information security. The 2025 Green Book includes two appendices which provide examples of preventive and detective controls as well as additional resources related to control activities, along with examples and additional resources that management can leverage to design, implement, and operate effective internal controls to address risks, including areas related to fraud, improper payments and information security. The updated Green Book requirements are effective starting FY 2026 and early implementation is allowed. Read more.


	Top Risks for Government and Public Sector in 2025: An article published by EY which discusses top risks that public sector organizations are facing in 2025. These require an integrated approach within government agencies that would better enable them to anticipate challenges and respond swiftly to changing circumstances. Some of the top risks and their related mitigation strategies discussed are as follows: high levels of global public debt, weak or unsustainable public growth, labor shortages, deficient digital capacity and cybersecurity, new geopolitical landscapes, limited supply chain visibility, climate risks, and insufficient government responses to global shocks and constituent needs. The article argues that investing in integrated risk management will enable government agencies to better anticipate and mitigate potential threats more effectively, help build public trust and demonstrate their value. 	Top Risks in Higher Education: This perspective article from Deloitte discusses how an enterprise approach can help universities and educational institutions to proactively identify and be better prepared to mitigate top risks in higher education. Instead of the traditional silo-ed methods of risk management, many higher education institutions are realizing that their risk portfolios are interconnected. To mitigate these risks effectively, these organizations not only need greater visibility, but also the governance, data, processes and culture. The article suggests five broad risk categories that higher education institutions have to manage: business model risks, reputational risks, operating model risks, enrollment supply, and compliance risks. As higher education continues to rapidly evolve and new risks emerge, it is imperative to accept than one single institution will not be able to manage these risks by themselves alone. Therefore, to embrace the challenges of the future, university community has to come together and manage risks more holistically. Read more.
