Robert Hembrook

Robert Hembrook is the Director, Cyber Security Division (CSD), Office of the Chief Information Officer (OCIO), National Oceanic and Atmospheric Administration (NOAA). In this position, he implements NOAA’s cybersecurity operations in full spectrum, as well as possessing oversight and compliance authority for NOAA’s information and information technology resources, to include the agency’s high performance computing and communications infrastructure.

Robert joined NOAA in March 2015 as the Deputy Director for Operations in CSD, where he led the NOAA Cyber Security Center. He has more than 25 years of experience in cybersecurity in the military, federal government, and private sectors. He began his career with the U.S. Army as an intelligence analyst and grew into information operations, kinetic targeting, and cyber roles and both on Active Duty and in the Reserve. He has built several cybersecurity organizations over the past twenty years including the US European Command’s Network Warfare Center, and 5th Signal Command’s Cyber Threat Intelligence Cell. He helped create the Cyber career field for the Army in 2014. He worked in the private sector as a geoscientist, software developer/tester, as well as a network and systems administrator.

Mr. Hembrook received a Bachelor of Science in Geology from Excelsior College in Albany, New York. He is currently attending the Air War College.

Mr. Hembrook lives in Virginia with his wonderful and supportive girlfriend Shadi.
