Program Analyst (Finance)

The Office of Government Ethics is seeking a GS-11-14 Program Analyst for a location negotiable position in the United States. The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Independently review complex financial disclosure statements, identify conflicts of interest to be captured in ethics agreements, and counsel agency ethics officials on appropriate remedies.
  • Provide information to agencies and outside parties on the availability and appropriateness of blind trusts and participate in discussions regarding the establishment and maintenance of blind trusts.
  • Review requests for Certificates of Divestiture and identify deficiencies in the requests. Conduct research in the tax codes and regulations and make recommendations to the General Counsel on approval or denial of requests.
  • Conduct detailed research on financial instruments. Advise internal OGE staff and other agencies’ staff on complex financial arrangements, including reporting requirements and conflicts analysis.
  • Research and prepares materials to assist ethics officials in the review of financial disclosure reports filed by Presidential nominees and appointees.
