VP at Large: Harold Barnshaw

Harold Barnshaw is the Director of Accounting at the Office of the Comptroller of the Currency, a U.S. banking regulator. Harold previously served as the Director of the Risk and Control Group for the U.S. Department of the Treasury, where he was responsible for issuing annual Department-wide guidance for Federal accountability requirements and monitoring compliance with those requirements. In 2008, Harold was handpicked by senior Treasury officials to help build out the internal controls infrastructure for the $700 billion Troubled Asset Relief Program (TARP). He played a major role in establishing the initial operating capability for the Capital Purchase Program, the Office of Financial Stability’s (OFS) first and most mature program. OFS was created to implement the complex and, by all accounts, successful TARP programs. He also developed and implemented an internal control coverage strategy for OFS’s key business processes and third party service providers, including major financial institutions such as the Bank of New York Mellon, JPMorganChase, and Goldman Sachs. This work was instrumental to OFS’s achievement of clean audit opinions since inception.
